Advances in internet technology is now leading to the development of online image editors, rather than having a graphics program installed on your computer, you can do it online.
Have a look at this one, it's new, it's called SUMO PAINT There's a comprehensive range of graphics tools in a Photoshop like interface, and the program supports layers, (which any program should if it's going to be of any use!) with layer effects and blending modes, plus there's a good selection of brushes.... well, it's full of features. You can open an image from your own computer to work on, or create something from scratch. And when you've finished, you can save it back onto your own computer as a jpeg or gif. It's not an actual program to download, you work in your browser, the site uses Flash to work, and you'll need to have the latest version of Flash player installed, (I think that's version 10.) Go to the site and Click on where it says "Open Sumo Paint and start fooling around" just above the picture, and have a try out of this. It's quite versatile. (HINT HINT... Use the layers! Put each element of your graphic on a different layer.) This is quite a coming thing and there are other similar online programs starting to appear. Skyrunner, there are quite a few online image programs now to play around with. I got a list of 10 from somewhere (can't remember where.)

Yes, I saw those woodrow, but they mainly seem to be things for manipulating photographs.
I'm trying to suggest a program that can be used for creating images from scratch.
